The Uttar Pradesh Transport Department has announced a big relief for vehicle owners. The department said that all non-tax e-challans issued between 2017 and 2021 will be closed within the next one month. E-challans which were pending in the court till December 31, 2021 will be recorded as “Disposed – Abated”, while challans which were never sent to the court but now the legal time limit has expired will be marked as “Closed – Time-Bar (Non-Tax)”.
This move will automatically lift the ban on essential vehicle-related services. This includes services like fitness certificate, permit, ownership transfer and High Security Registration Plates (HSRP). However, challans related to tax arrears, accident, IPC violation or serious rule violation will not come under the purview of this relief and will be settled differently.
A total of 30.52 lakh e-challans were issued between 2017 and 2021, of which 17.59 lakh have already been settled. About 12.93 lakh challans are still pending, including 10.84 lakh pending court cases and 1.29 lakh office level cases. All these challans will now be settled digitally within the next 30 days.
The Transport Department said that the portal will be updated to show the new status and vehicle owners will be able to check their challans online. The department clarified that this is only administrative closure, that is, neither any kind of refund will be given nor the closed challans will be reopened.
This initiative is likely to bring great relief to vehicle owners, as the services stopped due to long pending challans will now be resumed. The department has taken this step keeping in mind the convenience of vehicle owners and has tried to reduce administrative complexities.
