How to submit your SIR Enumeration form online – Check document checklist and step-by-step process here News24 –


Special Intensive Revision: House-to-house enumeration under the second phase of the Special Intensive Revision (SIR) of electoral rolls is underway in 12 states and union territories. It began on November 4 and will conclude on December 4, 2025. The voter lists in these regions were frozen at 12 am on October 27, the day the second phase of SIR was announced by the Election Commission of India (ECI).

The States/ UTs where the enumeration process is underway are: Andaman & Nicobar, Chhattisgarh, Goa, Gujarat, Kerala, Lakshadweep, Madhya Pradesh, Puducherry, Rajasthan, Tamil Nadu, Uttar Pradesh and West Bengal. For SIR exercise, the Booth Level Officers (BLOs) are tasked with conducting house-to-house survey for verification. EROs/AEROs will print Unique Enumeration forms (EFs) for each elector as on October 27, 2025. EFs will contain necessary details as contained in the current voter list. The BLOs will visit homes and distribute Unique Enumeration Forms to the voters. There are nearly 51 crore voters in these states and union territories.

Can you fill Enumeration Form online?

While BLOs will visit homes to distribute the enumeration forms, one can also fill the form online if they are not physically available.

How to fill the online form? Step-by-step guide

Step 1: The ECI has made the form live on its official website.eci.gov.in. When you open the website, you will find ‘services’ section, where ‘Special Intensive Revision (SIR) – 2026’ will be displayed and two options will be given which are: Fill Enumeration Form and Search Your Name in Last SIR.

Step 2: Voters will need their EPIC number/ Registered Mobile No. /Email ID to access the forms. For online forms, the first section of the form will already have some pre-printed information.

Step 3: Voters are advised to verify the details against the current voter ID card.

Step 4: Once verified, you will have to fill the remaining sections of the form, put an e-signature before submission.

Pre-printed details on the online SIR form

The pre-printed details on the online SIR form included BLO Information and voter Details such as name, EPIC number, address, serial number, part number, assembly constituency, and state name. It will also have a QR code and your photograph from the existing voter ID card.

  1. Any Identity card/Pension Payment Order issued to regular employee/pensioner of any Central Govt. /State Govt./PSU.
  2. Any Identity Card/Certificate/Document issued in India by Government/local authorities/Banks/Post Office/LIC/PSUs prior to 01.07.1987.
  3. Birth Certificate issued by the competent authority.
  4. Passport
  5. Matriculation/Educational certificate issued by recognised Boards/universities
  6. Permanent Residence certificate issued by competent State authority
  7. Forest Right Certificate
  8. OBC/SC/ST or any caste certificate issued by the Competent authority
  9. National Register of Citizens (wherever it exists)
  10. Family Register, prepared by State/Local authorities.
  11. Any land/house allotment certificate by Government
  12. For Aadhaar, Commission’s directions issued vide letter No. 23/2025-ERS/Vol.II dated 09.09.2025 shall apply.
