Why UP Govt Scraps Greater Noida–Ballia Expressway Project, Orders Full Refund to Concessionaire? Details Inside News24 –


The Uttar Pradesh Cabinet has officially cancelled the long-pending Greater Noida–Ballia Expressway project, ending the concession given to M/s JP Ganga Infrastructure Corporation Ltd. This project was planned as an 8-lane access-controlled expressway to connect western and eastern UP. It was awarded in 2008 but saw almost no progress for more than 15 years.

Why the Project Was Cancelled

According to the Cabinet’s decision, the original Concession Agreement signed on 23 March 2008 and the Supplementary Agreement from 30 November 2011, both signed between the concessionaire and UPEIDA—will be cancelled through a mutual settlement. This step allows both parties to officially close the stalled project and move forward.

Refund of Deposited Amount

The state government has also approved a final settlement related to land acquisition funds.
Out of the Rs 25,95,96,764 deposited by the concessionaire, UPEIDA will refund Rs 3,26,96,764. Officials added that this refund will be processed immediately.

Despite multiple deadline extensions and changes in plans over the years, the expressway never moved beyond initial planning. The project was supposed to become a major high-speed link across Uttar Pradesh, but no construction ever began.

What Happens Next

Officials said that this mutual termination finally brings administrative closure to a long-stuck project.
With the agreement now cancelled, the state government can rethink and redesign new mobility and infrastructure plans for the region without being tied to an outdated contract.

The Cabinet has also authorised the CEO of UPEIDA to complete all remaining formalities and officially wind up the agreements.

The decision to end the project is seen as a practical move by the state government. For years, the expressway remained stuck due to land issues, financial challenges and lack of execution by the concessionaire. Local residents and leaders had repeatedly questioned the delays, as the expressway was expected to boost connectivity, trade and travel across several districts. With the contract now cancelled, officials believe new plans can be introduced with updated designs and modern requirements. The government may explore fresh bids or propose an entirely new route to better serve future traffic needs. This closure is expected to streamline planning and avoid further financial losses.
