In a significant development, sources within the Yamuna Expressway Industrial Development Authority (YEIDA) have claimed that a formal complaint has been lodged against the Sunworld City Pvt. Ltd. project in Sector 22D, according to reports. Noida-based businessman Dinesh Goyal has reportedly been named in the complaint and has been accused of serious offences, including cheating, forgery, criminal conspiracy, and large-scale misuse of government-allotted land.
In his complaint, former director Sorav Gupta said the project began in 2011 on 100 acres of land with M/s Odeon Builders Pvt. Ltd., which held a 5% stake to meet YEIDA’s technical and financial parameters. When Odeon Builders left in 2014, the project technically lost its eligibility, but Goyal continued running it.
Out of the 100 acres of land received, only 65 acres were leased out, as there was a dispute over the remaining 35 acres. Despite the necessary approvals being incomplete, the project was put up for sale. The project came to a halt in 2013, and in 2019, Goyal handed back the leased land to YEIDA, claiming it was to refund the buyers.
Gupta claims that during this period, he was forced to hand over his 20% stake without any payment. For this, a false valuation and fake legal documents were used, including a forged Power of Attorney, which was presented to the NCLT.
The most serious allegation is that in 2025, Goyal allegedly struck a deal with M/s County Group for Rs 1,325 crore for the entire 100 acres of land, whereas the same land was acquired in 2011 for just Rs 200 crore. He assured County Group that he would get the remaining 35 acres of land allotted at the old rate of Rs 4,700 per square meter, instead of YEIDA’s current rate of Rs 52,750 per square meter.
The complaint also highlights joint development deals with other developers, including M/s Solutrean Buildtech LLP, which has openly accused Goyal of fraud. Additionally, in April 2025, the Enforcement Directorate summoned him over alleged financial irregularities, including the misuse of his NBFC, Consolidated Capital Investment Pvt. Ltd., to channel loans to related companies.
According to YEIDA sources, the case is under investigation, with demands to blacklist Goyal and all connected entities from any future dealings with the authority.
