Bihar’s Special Intensive Revision (SIR) of electoral rolls has sparked controversy with an absurd blunder: officials issued a residence certificate to a dog, naming its parents as ‘Kutta Babu’ and ‘Kutiya Devi.’ The certificate, generated through Bihar’s official RTPS portal, was issued in Patna’s Masaurhi area, listing the canine’s address as Mohalla Kaulichak, Ward No. 15, Nagar Parishad Masaurhi, complete with the dog’s photograph.

The situation has turned from bizarre to grave due to the digital signature of Revenue Officer Murari Chauhan on the document. As such signatures require a secure government-issued dongle, authorities suspect a potential breach or misuse of credentials. A formal probe has been launched.
Dog Babu’s certificate, bearing number BRCCO/2025/15933581, has revealed potential flaws in the online system designed to issue critical documents to residents following verification of Aadhaar, voter ID, and other proofs.
Source Of The Supporting Documents?
Following verification of the certificate’s details, authorities discovered that the supporting documents belonged to a Delhi-based woman. This has raised serious questions about how her Aadhaar card and her husband’s identity documents were submitted, fueling concerns over the use of unrelated data to generate a residence certificate with a completely fabricated identity.
Hacking?
Officials suspect that someone may have gained unauthorised access to the government portal to manipulate it from within. It remains unclear whether the dongle was misused intentionally or compromised by someone close to the system. This is under investigation.
Political activist Yogendra Yadav also took to X (formerly Twitter) regarding the dog’s certificate. He wrote, “See it with your own eyes! On July 24 in Bihar, a dog got a residence certificate issued. This is the same certificate that is being accepted in Bihar under SIR, while Aadhaar and ration cards are being called fake.”
He added, “Don’t worry: The government has assured action in this matter!”

Addressing the incident, Circle Officer Prabhat Ranjan stated that an FIR would be lodged against those involved. He emphasized that this was not a trivial matter but a grave instance of tampering with official systems and misusing government documentation.
