Greater Noida: In a significant development, Uttar Pradesh Real Estate Regulatory Authority (RERA) has introduced new rules to curb the arbitrariness of builders in project registration terms. Now, the builders will have to submit a separate development plan for all the phases. It will be mandatory to build accordingly.
Each phase will be considered an independent project. Builders will be responsible for providing basic facilities to the people living there. From now on, if a builder wants to get registered, then he will have to provide a complete blueprint of facilities for each phase to UP RERA. This includes plans on the firefighting system, drinking water, emergency exit, electricity, STP, street lights, and road. Additionally, a No Objection Certificate (NOC) will have to be obtained. A fine may be imposed and registrations stopped if any of the mentioned rules are violated.
According to RERA, the builders were carrying out construction work by dividing the project into phases, but not providing facilities in each phase. Because of this, the buyers were facing major problems, including proper arrangements for drinking water.
Disputes over various facilities between the residents of the first and second phases emerged in many residential societies in Greater Noida West. UP RERA has made it clear that now every phase will be seen as an independent project. Therefore, every phase must have all the basic facilities.
Currently, about 4000 projects are registered in UP RERA. Due to the complaints received, it was necessary to make the registration process stricter to ensure that accountability of the builders can be maintained.
UP RERA Secretary Mahendra Verma said that the Standard Operating Procedure (SOP) issued in September 2024 is still effective. Builders will now have to submit a phase-wise plan of development work and basic facilities at the time of project registration.
